To Support Youth Mental Health, 36 Groups Urge Texas to Update YES Waiver Reimbursement Rates

On June 15th, 36 Texas organizations sent a letter to the Texas Health and Human Services Commission (HHSC) asking the agency to study Medicaid reimbursement rates for the YES Waiver and update the rates accordingly.

The YES Waiver offers key services for children with complex mental health services, but fewer youth have been able to access those services in recent years.

The YES Waiver has lost 397 providers since the end of 2019, partly due to financial challenges and low funding levels. Reimbursement rates have remained the same for more than a decade and are no longer competitive. Specialized therapy rates have not been updated since the program began in 2009. Family and community-based living support rates were last updated in 2013.
