Stephanie Rubin has served as CEO of Texans Care for Children since 2015. She has led the organization as it has grown, increased its public profile, expanded its research efforts, and successfully worked with partners and state leaders to propose and pass numerous bills to support Texas children.
In 2019, Governor Greg Abbott appointed Stephanie to serve on the Texas Early Learning Council. She currently serves as Vice-Chair of the Council.
Stephanie is frequently invited to comment in the media, speak at conferences around the state and country, and testify to the Legislature about early childhood education, other children’s policy issues, and how nonprofit organizations and advocates can shape public policy.
Before serving as CEO of Texans Care for Children, Stephanie established her record of success designing and implementing children’s policy initiatives at the state and local level. Prior to joining the organization, she was a senior officer at The Pew Charitable Trusts, where she coordinated state policy and advocacy strategies across Pew’s early education, health, and justice policy initiatives. She has also served as Legislative Director to a California state senator and General Counsel to the California Senate Select Committee on Higher Education. Stephanie received her BA in History from Princeton University and her law degree from UCLA.
