Max Rombado

Director of Early Learning Policy

Max Rombado is the Director of Early Learning Policy at Texans Care for Children, where he leads the organization’s advocacy work on pre-k, child care, and support for families with young children. His focus includes advancing policies that strengthen access to high-quality early learning programs and improve outcomes for Texas’ youngest learners — providing the foundation they need to succeed in school and beyond.

Prior to joining Texans Care for Children, Max spent eight years at Raise Your Hand Texas, where he served as both a policy research associate and legislative director. During that time, he developed extensive expertise in Texas education policy, including school finance, academic accountability, educator workforce issues, and early learning. He led advocacy efforts throughout multiple legislative sessions to advance policies that expanded pre-k access, increased teacher compensation, and drove critical resources to Texas public school students.

Known for his ability to build strong relationships and navigate complex policy environments, Max works closely with lawmakers, educators, advocates, families, and community leaders to develop practical solutions that brighten the future of Texas and its students.

Max holds a Master of Public Affairs from the Lyndon B. Johnson School of Public Affairs and a bachelor’s degree in Government from The University of Texas at Austin.
