
During the recent Texas legislative session, lawmakers debated how to fund and expand early learning opportunities through high-quality pre-k and child care.
While these conversations remain critical, lawmakers also recognized the importance of governance decisions and structures — including oversight, accountability, coordination, data, and finance models — in shaping programs’ success. They passed HB 117 to establish a task force on early childhood governance, HB 3963 to create an integrated data system, HB 4903 to launch a quad-agency effort to streamline child care regulations, and HB 2310 to develop a strategic plan for preschoolers with disabilities.

Elliot Regenstein is a Chicago-based partner at Foresight Law + Policy. His work focuses on how decision-making occurs in state education and early education systems: who is responsible for which decisions, what information they have to support those decisions, and what incentives are acting on key stakeholders.
During our conversation, Elliot will share what governance is and why it plays such a critical role in shaping early childhood systems. He will help us identify key questions Texans should wrestle with as we consider governance reforms, along with the information and data that stakeholders need to make thoughtful decisions.
Our discussion will also provide opportunities for audience members to share their perspectives and ask questions.
