Support Auto-Enrollment in Healthy Texas Women

We encourage the Texas Legislature to support SB 189 by Rep. Borris Miles and HB 1879 by Rep. Sarah Davis to improve continuity of health care and reduce teen and unplanned pregnancy rates through smoother transitions between health programs. Under the bill, young adults would be auto-enrolled into Healthy Texas Women (HTW) after they age-out of Children’s Medicaid and CHIP and are no longer eligible for those programs. Texas has the 4th highest teen birth rate in the nation and most teen births in Texas (77 percent) are to older teens (age 18-19). Automating enrollment into HTW would improve access to women’s preventive care and family planning. It would also save money: HHSC estimates that auto-enrollment would save $58.7 million in state general revenue between 2020 and 2025.
