Key Questions About Pre-k Bill, HB 4

1. Will funding be awarded based on need?

There is great disparity in funding available within each district. The state appropriates $3,650 per student in pre-K, but some districts use primarily federal funds, some supplement with local funds, and some are completely reliant on their state funding.

2. Will funding be allocated through the formulas or dispersed through a grant program? 
It remains unclear. Formula funding implies that all districts would receive equal funds, but that is not how the bill is written, or how it has been presented.

3. Will any oversight or accountability, or increased standards occur for those districts that do not receive the opt-in funding?

No. In current form, HB 4 would not provide any increased standards, reporting, oversight or accountability for the majority of districts.
