Testimony to the HB 376 Workgroup
We reviewed reports by the Center for Law and Social Policy (CLASP) and the QRIS Network,
two national groups, and the Texas Early Learning Council. Though many states are incorporating
quality rating and improvement systems, or QRIS, statewide, Texas Rising Star (TRS) is our only
version of a QRIS. Many hope that the new TRS will be a solid system that could ultimately be
duplicated to improve quality among all child care providers statewide.
