When Sergio and Dolores Zarate learned nearly nine years ago that their new baby daughter had Down Syndrome, epilepsy, and autism, they had little notion of the changes it would bring about—not only for their family but eventually kids all over Texas. That's because the Zarates were inspired to start Down by the Border, an organization whose aim is to support families of children with special needs, including through legislative advocacy.
 
By 2009 Down by the Border was able to successfully mobilize lawmakers, parents, and advocates to their cause. The group was instrumental to the passage of the 80th Legislature's bill making Medicaid health coverage an option for middle-class families of children with special health care needs. "I never thought I would be advocating for bills," Sergio Zarate recalls. "With the help of so many different organizations around the state, we were able to get the support to get this passed."
 
The bill still awaits statewide implementation, as it is pending with the federal government, according to state sources. Still, its success has inspired Down by the Border on a new mission to ensure Texas parks and playgrounds are accessible for children in wheelchairs.
